Authorizes registered animal protection organizations, humane societies, animal rescues, and municipal shelters to implant microchips in dogs and cats available for adoption, unless the animal already has a microchip.

Requires qualifying organizations to be tax-exempt under federal Internal Revenue Code section 501(c)(3) and registered with the state department.

Mandates organizations make best efforts to update microchip contact information for: the organization holding the animal, adopting owners, and lost and found animals with current owner details.

Takes effect immediately upon enactment.
