Extends the expiration date of sections 3, 9, 12-b, and 13 of Chapter 123 of the Laws of 2014 from December 1, 2024 to December 1, 2029.

Chapter 123 of the Laws of 2014 relates to owner liability for failure of an operator to comply with traffic-control indications under the Vehicle and Traffic Law, General Municipal Law, and Public Officers Law.

Removes provisions (a) through (ll) that created cascading expirations for various amendments to sections 235, 236, 239, 240, 241, 401, 1809, 1809-e, and 371 of state traffic and municipal law.

Streamlines the expiration framework by consolidating multiple subsections into four simplified provisions (b), (c), (d), and (e).

Takes effect immediately upon enactment.
