Establishes the Appalachian States Low-Level Radioactive Waste Compact as law in New York, creating an interstate agreement for managing and disposing of low-level radioactive waste among Pennsylvania, West Virginia, Delaware, and Maryland.

Creates the Appalachian States Low-Level Radioactive Waste Commission with two voting members from each party state, plus two additional members from host states, to oversee regional waste facilities and enforcement of compact provisions.

Designates Pennsylvania and states generating 25% or more of Pennsylvania's low-level radioactive waste volume or curie content as "host states" required to develop and operate regional disposal facilities with at least 30-year useful lives.

Prohibits disposal of low-level radioactive waste within the region except at Commission-approved regional facilities and requires party states to enforce volume reduction, packaging, and transportation requirements for all waste shipments.

Establishes funding mechanism where initial host states contribute up to $200,000 annually and other party states contribute up to $100,000, with continued funding based on each state's percentage of regional waste generation.
