Amends chapter 544 of the laws of 2022 to authorize New York City to discontinue additional parkland in the Bronx and grant easements to the Metropolitan Transportation Authority for Metro-North railroad improvements related to the Penn Station Access project.

Adds section 3-b describing two new easement areas (Easement 9 and Easement 10) on Block 3861, Lot 14 in the Bronx for access paths and service vehicle parking, totaling approximately 0.117 acres.

Requires compliance with federal requirements for the alienation or conversion of parkland if the city received federal funding for the purchase, maintenance, or improvement of the affected parklands.

Applies to lands needed to bring Metro-North commuter railroad service to four new stations in the Bronx and to Pennsylvania Station in Manhattan.

Takes effect immediately upon enactment.
