Adds new subdivision 12 to Penal Law Section 265.01 making it illegal to openly carry a rifle or shotgun, defined as carrying in a manner that renders the firearm or any portion thereof visible to others.

Establishes 15 exemptions to the open carry prohibition including military personnel, police officers, peace officers, licensed firearms dealers, persons hunting with valid permits, and persons engaged in lawful historical reenactments or theatrical productions.

Exempts persons openly carrying rifles or shotguns on their own property, in their homes or businesses, or on private property with the owner's express written consent via signage or direct permission.

Exempts persons lawfully engaged in marksmanship practice, competition, training in safe firearm handling, and participation in the sport of biathlon.

Takes effect immediately upon enactment.
