Establishes a comprehensive training program for care managers employed by care coordination organizations, to be developed by the Office of People with Developmental Disabilities in conjunction with care coordination organizations and disability advocacy organizations.

Requires care managers to complete the training program before working with clients, with curriculum including person-centered planning, effective communication strategies for individuals with developmental disabilities, and understanding of their rights including voting rights.

Training must cover cultural competence, advocacy skills, compliance with relevant laws and regulations, and knowledge of health care systems and available services including Medicaid waiver programs and self-direction systems.

Requires training to address skills in identifying community resources, financial assistance programs, and fostering collaboration among care team members including health care providers and social services.

Takes effect 180 days after becoming law, with authority granted to develop necessary rules and regulations immediately.
