Extends the expiration date of sections 3, 8, and 9 of chapter 19 of the laws of 2009 from December 1, 2024 to December 1, 2029.

Modifies provisions related to adjudications and owner liability for violations of traffic-control signal indications.

Extends the effective period for any local laws enacted pursuant to the original 2009 act until December 1, 2029.

Maintains existing amendments to Vehicle and Traffic Law sections 1809 and 371 of General Municipal Law through the new expiration date.
