Public Service Commission must publish a plain language summary (not exceeding one page or 500 words) within 10 days of commencing any major rate change proceeding for electric or gas service on the department website.

Initial summary must include the proposed rate term, total percentage and absolute rate change, average changes by ratepayer type (residential, commercial, industrial), explanation of reasons for changes, proposed return on equity, hearing timeline, and instructions for public comment.

Within 10 days of issuing a final rate change order, the Commission must publish a second summary comparing the proposed versus approved rates, revenue spending plan, authorized return on equity, and other relevant proposals like earnings adjustment mechanisms and affordability programs.

Commission must distribute both summaries to legislators representing affected territories and newspapers with general circulation in affected counties.

Act takes effect 60 days after becoming law.
