Establishes the crime of "deceptive wearing of a mask" as a class B misdemeanor when a person wears a mask or unusual disguise while loitering, remaining, or congregating in a public place with other masked individuals during a protest, rally, or public assembly.

Establishes the crime of "aggravated deceptive wearing of a mask" as a class A misdemeanor when masked individuals engage in the conduct described above and cause injury to a person, damage to property, or theft of property.

Exempts conduct from both crimes when masks are worn for religious observance, customs, or masquerade parties held with proper police permission in regulated cities.

Makes it unlawful to knowingly permit or aid masked or disguised persons to congregate in public during protests or assemblies under either crime.

Takes effect on the ninetieth day after the bill becomes law.
