Renames the organization from "Volunteer and Exempt Firemen's Benevolent Association" to "Volunteer Firefighters' Benevolent Association of Millwood, New York"

Expands the association's purposes to include providing relief and assistance to injured volunteer members and their families, promoting member welfare and health/safety, maintaining headquarters, providing social and recreational activities, and promoting volunteer fire service in the territory

Restricts membership to active volunteer members of the Millwood fire department, those with exempt volunteer firefighter status, and those from contiguous fire districts under contract; excludes firefighters removed for cause unless reinstated and all paid firefighters

Requires membership to terminate if a volunteer withdraws within five years of joining, except those with five or more years of service retain membership upon withdrawal

Updates insurance law section references from sections 133 and 149-a to sections 9104 and 9105, and clarifies that collected insurance premium taxes must be used solely for purposes specified in the act; amendments to tax provisions effective January 1, 2025
