Authorizes the town of Yorktown in Westchester County to discontinue use as parkland and alienate approximately 1.173 acres of town-owned parkland for construction of a cell tower.

Requires the town to dedicate funds equal to or greater than the fair market value of the alienated parkland toward acquiring new parklands and/or making capital improvements to existing park and recreational facilities.

Mandates compliance with all federal requirements for parkland conversion if the town previously received federal funding for the property's purchase, maintenance, or improvement, including approval from the Secretary of the Interior.

Provides specific legal description of the affected parcel located on Granite Springs Road, containing 51,109 square feet.

Takes effect immediately upon enactment.
