Changes the supervision requirement for physical therapist assistants from "on-site supervision" to being "available for consultation with the physical therapist assistant in a timely manner," considering the practice setting, patient condition, and services provided.

Removes the phrase "testing" from the list of duties physical therapist assistants cannot perform and clarifies they cannot participate in evaluation, interpretation, planning, or modification of "a patient's plan of care."

Maintains the 4-to-1 ratio limit of physical therapist assistants to licensed physical therapists, but exempts hospitals from this numerical limitation provided adequate supervision exists.

Adds language requiring the supervising licensed physical therapist to work "under the direction and supervision" of another physical therapist (modifies the definition to include this phrase).

Takes effect one year after becoming law.
