Expands the definition of "machine-gun" under penal law to include any convertible pistol equipped with a pistol converter.

Defines "pistol converter" as any device that, when installed on a semi-automatic pistol, enables it to discharge multiple shots rapidly or automatically with one trigger pull.

Creates new criminal penalties including a class D felony for knowingly possessing a pistol converter and a class D felony for disposing of or transporting a convertible pistol as merchandise.

Establishes exemptions from the convertible pistol disposal restrictions for military personnel, police officers, peace officers, federal service members, defense contractors, and licensed firearm dealers.

Takes effect 30 days after becoming law.
