Amends Vehicle and Traffic Law Section 397 to change pronouns from "his" to "their" for gender-neutral language when referring to persons equipping vehicles with police radio receivers.

Adds exemption allowing employees of the Division of Homeland Security and Emergency Services to equip vehicles with radio receiving sets on frequencies allocated for police use while acting in their official duties, without requiring a permit.

Maintains existing penalties of up to $1,000 fine and/or up to six months imprisonment for unauthorized possession or use of police radio frequencies.

Preserves existing exemption for amateur radio operators holding valid Federal Communications Commission licenses.

Takes effect immediately upon enactment.
