Requires boards of visitors to notify the governor, speaker of the assembly, and temporary president of the senate of newly elected presidents and secretaries at the first meeting of each calendar year.

Mandates that meeting dates for the six bi-monthly regular meetings be posted on the office's website and made available to the public.

Requires meeting minutes, agendas, proceedings, activities, by-laws, and board actions to be posted on the office's website and made available to the public.

Replaces references to the "commission on quality of care and advocacy for persons with disabilities" with the "justice center for the protection of people with special needs" throughout the mental hygiene law.

Takes effect on the one hundred twentieth day after becoming law.
