Amends the General Municipal Law to add the Fulton city school district to a list of school districts authorized to establish insurance reserve funds.

Permits the Fulton city school district to make expenditures from its insurance reserve fund for losses, claims, actions, or judgments related to specific types of insurable risks under the Insurance Law.

Aligns Fulton city school district's insurance reserve fund provisions with existing requirements in Article 74 of the Education Law and Section 6-n of the General Municipal Law.

Takes effect immediately upon enactment.
