Renames the "young farmer advisory board on agriculture" to the "beginning farmer advisory board on agriculture" throughout the statute.

Increases board membership from 20 to 25 members, with 11 appointed by the commissioner and 13 remaining members appointed through specified legislative and commissioner appointments.

Removes the age restriction requiring members to be under 45 years old and replaces it with a requirement to be actively involved in farming, agricultural activities, agricultural research, or providing services to the agricultural community.

Changes meeting frequency from quarterly to twice per year and designates the commissioner or commissioner's designee as board chair.

Changes the reporting requirement from annual to biennial reports on policy issues affecting beginning farmers, to be submitted to the governor and legislative leaders.
