Requires lobbyists and clients listed on registration statements to complete an online ethics training course within 90 days of registration and thereafter at least once every two years (changed from three years).

Authorizes the Joint Commission on Public Ethics to impose a fee of up to $25 per day for each day a lobbyist or client fails to timely complete the required training course.

Training curriculum must include explanations of ethics statutes and regulations from the Public Officers Law, Election Law, and Legislative Law, along with practical application examples.

Takes effect 60 days after becoming law.
