Amends chapter 471 of the laws of 2023 to increase the number of parcels the City of White Plains may dispose of from four to five parcels without public auction or sealed bids.

The five parcels are part of the Urban Renewal Plan for the Central Renewal Project (NY R-37) and formerly operated as the Galleria of White Plains public parking garage, totaling approximately 3.71 acres.

Property may be sold, leased for up to 99 years, or otherwise disposed of to facilitate a transit-oriented residential and commercial development project that includes affordable housing and public spaces.

Any purchaser or lessee must provide adequate public parking, public space, and affordable housing as determined by the City of White Plains.

Takes effect immediately upon enactment.
