Authorizes the Village of Clayton to retroactively enroll police officer Joshua David in the section 384-d special twenty year retirement plan despite his failure to timely apply.

Requires Joshua David to have been employed as a police officer by the Village of Clayton in 2009 and to have missed the enrollment deadline through no fault of his own.

Village of Clayton must elect to participate within one year of the act's effective date by filing a resolution with the state comptroller.

Police officer may elect coverage within eighteen months of the act's effective date and becomes entitled to all rights and benefits under section 384-d.

Village of Clayton bears all employer past service costs, estimated at approximately $164,000 as a one-time payment, which may be amortized over five years at approximately $36,600 annually.
