Authorizes the town of Greenburgh to establish a demonstration program imposing monetary liability on vehicle owners for operators' violations of traffic-control signals, using photo violation-monitoring devices at no more than two intersections at any time.

Limits owner liability to $50 per violation, plus an optional additional $25 penalty for failure to respond to notice of liability within the prescribed time period.

Establishes that vehicle owners cannot be held liable if the operator was convicted of the underlying violation, if the vehicle was stolen and reported to police before the violation occurred, or if the operator was using the vehicle without the owner's consent.

Requires the town to submit annual reports to state leadership detailing system locations, accident data, violation statistics, fines collected, adjudication results, and program expenses through December 1, 2029.

Sets the bill's effective date as thirty days after enactment and provides for automatic expiration on December 1, 2029, though any local laws adopted under this authority remain in effect until that date.
