Extends the Department of Environmental Conservation's authority to adopt regulations for scallop management (Family Pectinidae) from December 31, 2024 to December 31, 2027.

Allows the department to regulate size limits, catch and possession limits, open and closed seasons, closed areas, and restrictions on the manner of taking and landing scallops.

Authorizes the department to establish requirements for permits, eligibility, recordkeeping, identification, fishing effort and gear, and rules relating to transportation, possession and sale of scallops.

Specifies that all scallop management regulations must be no less restrictive than requirements set forth in the environmental conservation law.

Takes effect immediately upon enactment.
