Authorizes the Town of Oyster Bay to discontinue and convey two parcels of parkland (8.330 acres and 0.10 acre) to the Department of Environmental Conservation for public access purposes.

Requires the Department of Environmental Conservation to convey replacement parkland totaling approximately 2.93 acres to the Town of Oyster Bay before the town can discontinue the original parkland, with the requirement that the town has never used such replacement lands for public open space or park purposes.

If the fair market value of replacement parkland is less than the value of parkland being conveyed, the Town of Oyster Bay must dedicate the difference in value toward acquisition of additional parklands or capital improvements to existing park and recreational facilities.

Requires the Town of Oyster Bay to comply with all federal requirements and obtain Secretary of Interior approval if the original parkland received any federal funding for purchase, maintenance, or improvement.

Takes effect immediately upon enactment.
