Expands the definition of "health services purveyor" to include nonprofit corporations, limited liability companies, and entities that assist in facilitating health-related services including initiation, coordination, payment, delivery, or follow-up.

Creates a new definition of "public health program" for clinical laboratory services that are either publicly funded or address recognized public health needs, including confidential testing for pregnancy termination, sexually transmitted infections, PrEP/PEP, drug screening, CDC-recommended testing, and services for underserved or rural populations.

Allows nonprofit clinics, health care providers, and health services purveyors supporting a public health program to pay for clinical laboratory services without restriction, adding them as an exemption to anti-kickback provisions.

Changes reference from "operated" to "permitted" for state-operated clinical laboratories and updates terminology regarding substance abuse programs under the Office of Addiction Services and Supports.

Transfers rulemaking authority from the public health council to the department to implement the provisions of this section.
