Establishes a new Public Health Law section requiring "covered water systems" serving at least 15 service connections or 25+ year-round residents to identify lead service lines through free inspections.

Defines lead service lines to include pipes made of lead, lead goosenecks/pigtails/connectors regardless of length, and galvanized lines that are or were downstream of lead lines or lead status unknown lines.

Requires covered water systems to request customer consent and access for free service line inspections, with a 30-day response deadline; if customer fails to respond, non-owner adult occupants (tenants, age 18+) may consent to the inspection.

Mandates free inspections occur within 60 days after consent is obtained; if consent is refused or unobtainable within 30 days, covered water systems may take actions consistent with local code to secure access.

Protects non-owner adult occupants from liability for consenting to and providing access for inspections while preserving existing liabilities and obligations for other parties.
