Each city, town, and village must adopt a housing action plan for everyone to increase available housing, with updates required at least every five years.

Housing action plans shall consider infrastructure needs, available land, opportunities to redevelop underutilized buildings, particular income and housing cost needs, and specific tools and strategies to address local needs.

Plans may include legalization of accessory dwelling units, transit-oriented development zones, elimination or reduction of parking requirements, streamlined permit processes, and as-of-right mixed-use development.

Housing plans must consider five area median income (AMI) levels established by the U.S. Department of Housing and Urban Development, ranging from at or below 30% AMI to 81-100% AMI.

Legislative bodies must complete plans within 12 months of the law's effective date, with a one-time three-month extension available if substantially completed; plans must be posted on municipal websites, filed with the Division of Housing and Community Renewal, and subject to at least one public hearing within 30 days of completion.
