Extends the exemption from competitive bidding requirements (General Municipal Law Section 101) for New York City School Construction Authority construction contracts from June 30, 2024 to June 30, 2028.

Allows the Authority to award construction contracts between July 1, 1989 and June 30, 2028 without complying with standard municipal competitive bidding procedures.

Updates Section 1735 of the Public Authorities Law to change the expiration date of this exemption from 2024 to 2028.

Takes effect immediately and is deemed effective as of June 30, 2024, with the amended provisions repealing along with Section 1735 on the new expiration date.
