Expands director's authority to establish standards and requirements for social adult day care programs regardless of funding source (public or private), with other state agencies' regulations taking precedence in case of duplication.

Requires director to inspect all social adult day care programs prior to operation and at least once every five years, issuing certificates of inspection upon successful completion; programs have 90 days to correct deficiencies.

Existing programs receiving funding prior to December 31, 2024, must be inspected by December 31, 2029, with a certificate of inspection required for all new programs and programs after that date to receive funding.

Mandates annual self-certification by each social adult day care program beginning January 1, 2030, including administrative, fiscal, and programmatic operations with participant and caregiver feedback; failure to submit results in ineligibility for public funding.

Prohibits any person or entity from identifying or marketing themselves as providing a social adult day care program unless they meet all requirements established in this section.
