Permits without expiration dates that have been in effect for more than five years must expire two years after this law takes effect, with renewals expiring no later than five years thereafter (or ten years if another period is specified in law)

Department of Environmental Conservation must make a final determination on permit applications extended under state administrative procedure within eighteen months of receiving the application

Permits denied or limited by the department automatically suspend two years from the denial or limitation date; permits denied or limited before this law's effective date have until two years after enactment to suspend
