Authorizes SUNY Farmingdale trustees to lease approximately 9.26 acres of campus land to Farmingdale State Development Corporation (a not-for-profit) without public bidding for up to 99 years to develop multi-purpose facilities supporting housing needs and amenities.

Lease requires approval from the director of the division of the budget, attorney general, and state comptroller, with all lease proceeds benefiting the Farmingdale campus; property and improvements revert to SUNY upon lease expiration or early termination if land ceases to be used for authorized purposes.

Designates all work on the project as public work subject to prevailing wage requirements and article 8 of the labor law; requires Farmingdale State Development Corporation to use project labor agreements for all contractors and subcontractors.

Prohibits SUNY from contracting out instruction, pedagogical functions, administrative services, or similar professional services currently performed by state employees; protects existing state employee positions, hours, wages, benefits, and collective bargaining rights.

Lease must be executed within 5 years of the act's effective date; the property is located at Melville, Town of Huntington, County of Suffolk, bounded by Melville Road and Route 110 (Broad Hollow Road).
