Requires villages that hold elections on the day of the general election to conduct those elections in even-numbered years only, rather than odd-numbered years.

Amends Election Law section 15-104 to establish that villages conducting elections on general election day must do so in even-numbered years.

Prohibits special village elections and village reincorporation proposition elections from being held in October or November, in addition to the existing March prohibition.

Allows village officials whose terms would otherwise expire in odd-numbered years after this law takes effect to have their terms adjusted to expire as if they were elected at the previous general election in an even-numbered year.

Takes effect on January 1 following enactment, with implementation rules authorized to be adopted immediately.
