Authorizes the town of New Windsor (Orange County) to discontinue 18.25 acres of parkland for construction and expansion of a new sewer treatment plant, consisting of three parcels (Parcels D, F, and G) totaling approximately 5,650 square feet, 590,196 square feet, and 185,451 square feet respectively.

Requires the town to dedicate replacement parkland totaling approximately 83.33 acres (Parcels A and B) prior to discontinuing the original parklands, provided the replacement lands have never been used for public open space or park purposes.

Mandates that if the fair market value of replacement parkland is less than the value of alienated parkland, the town must dedicate the difference in value toward acquisition of additional parklands or capital improvements to existing park and recreational facilities.

Requires compliance with all federal requirements and secretary of the interior approval if the town received any federal funding support for the original parklands being discontinued.

Takes effect immediately upon enactment.
