Extends the sunset date for exemptions from area designation and standard land use procedures from June 30, 2024 to June 30, 2027 for up to six urban development action area projects annually involving construction of up to 90 dwelling units financed by the federal government and restricted to elderly or disabled occupancy.

Allows governing bodies or authorized commissions to waive area designation requirements and land use approval standards for qualifying projects consisting of rehabilitation, conservation, or one-to-four unit dwelling construction.

Permits municipalities to dispose of real property for qualifying urban development action area projects by resolution or mayoral action (in cities with populations over one million) without standard land disposition procedures.

Takes effect immediately, with retroactive application to June 30, 2024 if enacted after that date.
