Grants family court jurisdiction over proceedings concerning name changes of children under age 18 as part of pending, related proceedings.

Allows name-change applications in family court to be made by any party to the proceeding or by the child's attorney, but only grants such applications with consent of all parties.

Empowers support magistrates in paternity proceedings to hear and determine applications to change a child's name pursuant to civil rights law section 60.

Clarifies that family court name-change applications require consent from all parties, distinguishing them from county and supreme court proceedings which do not require third-party consent.

Effective date: April 1st of the year following enactment.
