Amends the alcoholic beverage control law to create an exemption allowing on-premises retail alcohol licenses within 200 feet of schools, churches, synagogues, or other places of worship in a specific location.

The exemption applies only to a specifically defined property in the City of Ithaca, Tompkins County, bounded by North Cayuga Street, West Court Street, and adjacent to the former Tompkins County Senior Citizens Council premises.

Permits the issuance of retail licenses for food and beverage consumption on the exempted premises despite the normal distance restriction from religious and educational buildings.

Takes effect immediately upon enactment.
