Replaces the phrase "poor person" with "party with insufficient means to pay costs, fees, and expenses" throughout Article 11 of the Civil Practice Law and Rules and related sections of the Criminal Procedure Law.

Allows courts to waive costs, fees, and expenses for parties lacking sufficient means upon motion, with parties required to file an affidavit or affirmation detailing income, assets, and property ownership.

Provides privileges for parties whose cost waivers are granted, including assignment of attorney representation, provision of stenographic transcripts at government expense, and ability to submit typewritten briefs and appendices in appeals.

Requires recovery by judgment or settlement to trigger liability for costs and fees, with courts able to direct parties to reimburse the county or city for expenses incurred on their behalf.

Takes effect immediately upon enactment.
