Authorizes local governing bodies in cities, towns, villages, police and fire districts to remove citizenship requirements for police officers and firefighters through local law, rule, or ordinance.

Amends Public Officers Law Section 3 to allow civil office holders to be citizens of the United States or legally authorized to work in the United States under federal law, instead of requiring U.S. citizenship.

Amends Public Officers Law Section 3-b to permit appointment of special deputy sheriffs, special constables, marshals, police officers, and peace officers who are citizens or legally authorized to work in the United States under federal law.

Removes obsolete language regarding convictions under the Selective Draft Act and Federal Selective Training and Service Act from civil office eligibility requirements.

Takes effect immediately upon enactment.
