Department of Environmental Conservation must develop a symbol to denote products acceptable in every composting facility governed by the department.

Department must create a list of product categories required to bear the symbol, including single-use food containers, utensils, wrappers, and compostable plastics (distinguished from biodegradable plastics).

Department must promulgate rules and regulations for implementation and determine penalties for non-compliance with the symbol requirements.

Act takes effect immediately upon enactment.
