Amends Executive Law Section 840 to add "best practices, policies, and guidelines regarding the discharge of a firearm at a moving vehicle" to the model law enforcement use of force policy requirements.

Requires the municipal police training council to develop, maintain, and disseminate written policies and procedures specifically addressing firearm discharge at moving vehicles.

Mandates the council recommend to the governor rules and regulations for establishing an ongoing training program on these policies for all current and new police officers as part of required minimum basic training.

Includes recommendations for periodic retraining of police officers on firearm discharge at moving vehicles.

Takes effect immediately upon enactment.
