Authorizes Westchester County and its municipalities (cities, towns, villages) to enter into sewer system consolidation agreements allowing transfer of sewer system property and operational responsibilities to the county.

Requires sewer system consolidation agreements to include terms addressing property identification, improvements, financing plans, cost allocation, debt service, employee transfers, and conditions for amendment or extension.

Establishes special transitional zones of assessment within county sewer districts to allocate costs of sewer system conveyances or leases, which may overlap existing assessment zones and can be levied as county charges or under alternative assessment methods.

Mandates public hearing processes by both the municipality and county legislature before execution of agreements, with notice requirements of at least 14 days and determinations that consolidation is in the public interest.

Permits county to assume municipal debt obligations for sewer facilities, issue bonds to finance acquisitions or refinance municipal bonds, and allows agreements to extend up to 50 years with periodic renewal terms not exceeding 50 years.
