Authorizes SUNY Stony Brook trustees to lease approximately 8 acres in the Research and Development Park to a ground lessee for up to 100 years without public bidding for semiconductor chip manufacturing and related research facilities.

Lease requires approval from the director of the division of the budget, the attorney general, and the state comptroller, with all property and improvements reverting to SUNY upon lease expiration or if property ceases to be used for authorized purposes.

All construction work on the project is subject to prevailing wage requirements and project labor agreements under labor law articles 8 and 222, and must be awarded through a competitive bidding process.

Prohibits the contractor from taking over instructional, pedagogical, or administrative services currently performed by state employees, and requires such functions to continue being performed by state civil service employees with no displacement of current workers.

Lease must be executed within 5 years of the act's effective date, with the act taking effect immediately.
