Creates an internal registry maintained by the Commissioner of Education to track active investigations into certified teachers for boundary violations, sex-related offenses, or sexual complaints.

Registry information includes the teacher's name, position, place of employment, complaint date, nature of complaint, investigation status, and deadline for determining if a substantial question exists regarding moral character.

School district superintendents or chief school administrators receive notification when a job applicant is on the registry during background checks, with disclosure to others prohibited.

Teachers added to the registry must be notified same-day with appeal rights, and can appeal within 30 days with a commissioner decision required within 30 days of appeal.

Investigations resulting in registry inclusion must be prioritized and completed promptly, with individuals removed upon investigation closure or determination of good moral character; takes effect 90 days after enactment.
