Requires the Department of Education to establish and maintain an online registry of historic libraries and museums that have operated for over 50 years, including the name and address of each registered institution

Libraries or museums must be nominated by an assembly member, senator, the governor, or lieutenant governor, with each elected official limited to ten nominations per term

Applicants must have operated in the state for 50+ years with no break in operations exceeding two years and must have operated in the same municipality for at least 50 years

Applicants must demonstrate that they have contributed to their municipality's history and/or identity

The Department of Education must review applications and notify applicants and nominating officials if they do not meet eligibility requirements, with explanation of reasons for ineligibility
