Study must evaluate the prevalence of stolen SNAP benefits and examine barriers to implementing an electronic benefit transfer system using EMV computer chip cards.

Commissioner must submit study findings to the Governor, temporary president of the Senate, and speaker of the Assembly upon completion.

Commissioner must submit updated reports within 120 days after each fiscal year begins following the initial report, reviewing SNAP benefit transfer regulations and analyzing fraud threats.
