Establishes the New York road salt reduction council consisting of 15 members including the commissioners of transportation and environmental conservation, the commissioner of health, the Thruway Authority chairperson, representatives from counties, towns and mayors, and legislative appointees.

Establishes the New York road salt reduction advisory committee with up to 25 members representing nongovernmental organizations, scientific institutions, and stakeholders including the Adirondack Watershed Institute, Cornell University, environmental groups, and water management organizations.

Directs the council to assess road salt impacts, recommend quantifiable limits on road salt use by 2027 that protect water quality standards, recommend incentives for local adoption of best management practices, and prepare annual reports to the governor and legislature.

Requires the council to recommend drinking water contaminant levels and water quality standards, recommend budget allocations and legislation to reduce road salt use while maintaining road safety, and monitor Adirondack pilot reduction programs.

Takes effect immediately upon enactment.
