Removes the exception for party committee member positions from the rule that no ballot is delivered when a primary election is uncontested in an applicant's election district.

Applies the change to both absentee voting (Section 8-402) and early voting (Section 8-702) provisions of election law.

Requires the board of elections to advise applicants why they are not being sent a ballot when a primary election is entirely uncontested.

Updates gender-neutral language from "he is" to "they are" in notification requirements.

Takes effect immediately upon enactment.
