Requires SUNY and CUNY institutions to designate a staff member as a student voting coordinator to develop and implement a student voting action plan every two years preceding statewide general elections.

Mandates institutions maintain voter education webpages with links to registration and early mail ballot applications, polling place locations and hours for campus-based voting sites, key election dates, and voting rights information.

Requires student voting action plans to include a minimum of three annual election outreach events (with at least one in-person and one within 45 days of elections), informational materials in multiple formats, pre-filled voter registration applications, and a policy allowing students to be excused from class or work to vote on election day.

Prohibits student voting coordinator activities and student voting action plans from being conducted to favor or disfavor particular candidates or political parties.

Requires SUNY and CUNY institutions to enroll in the National Study for Learning, Voting, and Engagement at Tufts University and submit annual reports to the State Board of Elections detailing voter registration efforts and student voting action plans.
