Adds Section 130-a to New York's cannabis law authorizing a new "cannabis showcase event permit" for retail cannabis licensees to sell and showcase products at farmers markets and public markets in partnership with licensed cultivators or processors.

Requires retail licensees to demonstrate partnership with a licensed cultivator or processor when applying for a showcase event permit, with separate permits required for each individual event.

Limits each cannabis showcase event permit to a maximum validity period of 14 days and prohibits a single permit from authorizing more than one event at a time, though licensees may participate in multiple events with separate permits.

Authorizes the cannabis control board to set reasonable permit fees based on event type, size, length, duration, or other appropriate factors, and requires permitted licensees to comply with all reporting requirements including sales reporting.

Directs the cannabis control board to promulgate regulations to implement the new permit program and takes effect immediately upon enactment.
