Amends the alcoholic beverage control law to authorize the issuance of a retail license for on-premises consumption of liquor at a specific location in Brooklyn.

Allows the license to be issued for a premises within 200 feet of a school, church, synagogue, or other place of worship, notwithstanding existing restrictions.

Applies only to a food or beverage retail establishment located at a specifically described parcel bounded by Hewes Street and South 5th Street in Brooklyn, Kings County.

The described premises measures approximately 101 feet 7 inches along South 5th Street by 100 feet 2 1/8 inches in depth.

Takes effect immediately upon enactment.
