Allows home repairs related to habitability to be financed alongside accessibility improvements under the Access to Home program, provided repairs are connected to property adaptation or retrofitting.

Limits Access to Home funds used for repair costs to 60 percent of the total grant or loan awarded.

Increases the allowable administrative cost spending from 7.5 percent to 10 percent of the contract amount for both the Access to Home and Access to Home for Heroes programs.

Maintains the $500,000 maximum contract amount per eligible applicant and requires program completion within three years, with option for two one-year extensions for good cause.

Takes effect 90 days after becoming law.
